Issue: Unable to make call on Lync.
Error: Cannot complete the call
There is more than one contact with your phone number. If you cannot resolve this problem, contact your support team with this information.
Problem Statement:
User complaining that they are unable to make Lync or Enterprise voice call. Every time they call it give error that “Cannot complete the call. There is more than one contact with your phone number”.
This is because multiple user using same LineURI.  
Resolution:
When you see above error, you must check LineURI using Lync management Shell or Lync Control Panel.
1.     Open ‘Lync Server Management Shell’.
2.     Type-

Get-CsUser | where {$_.LineURI -eq "tel:+12345678900" -or $_.PrivateLine -eq "tel:+12345678900"} | format-table -property displayname,LineURI,privateline

 
Get-CsUser | where {$_.LineURI -eq "tel:+12345678900;ext=8900" -or $_.PrivateLine -eq "tel:+12345678900;ext=8900"} | format-table -property displayname,LineURI,privateline


 Note: Replace the phone number with your affected number.
 
3.     You can fine the duplicate number using ‘Lync Server Control Panel’. Just type the phone number like, tel:+12345678900;ext8900 and select Line URI in 'AND' droup down menu.


4.     Remove the duplicate LineURI using following command. 

Set-CsUser -Identity "Ilag, Balu" -LineURI $NULL

Remove Enterprise voice.

Set-CsUser -Identity "Ilag, Balu" –EnterpriseVoiceEnabled $False -LineURI $NULL

After removing duplicate LineURI everything works fine.
