IM and Audio/Video Call failed with partner’s organization?
Instant messaging, Audio Call, Video call with partner network is dependent on federation.  
Skype for Business external connectivity (federation) enables a Skype for Business user to connect with users in other partner organizations that use Skype for Business as well as those that host their own Skype for Business Server on-premises or Online. Federated contacts can see presence, communicate by using IM, and make Skype-to-Skype audio and video calls etc.
Skype for Business external connectivity requires the consent and correct configuration of both parties of the federation relationship. After the federation is set up by the administrators of both sides, users in each company can see presence and communicate (IM, A/V call) with users in the other company.
You can allow federation using SIP domain name or SIP domain and Access Edge FQDN. Access Edge FQDN is not mandatory.
NOTE: To allow federation you must have you Edge Server deployed and working. Refer deploy edge server. Assuming that you have Edge server deployed and working correctly.
There are three step:
Step 1: Setup federation – you can setup federation using GUI and PowerShell command:
In Skype for Business 2015 Server: Using GUI
Login to Skype for Business 2015 control panel > click on Federation and external Access > SIP Federation Domains > New > Allowed Domain > type domain name.
PowerShell command:
New-CsAllowedDomain -Identity ""
In Lync Server 2013 GUI:
PowerShell command:
New-CsAllowedDomain -Identity ""
How to test Skype / Lync federation?
Step 2: Here is the cmdlet to test federation using partner domain name. TargetFqdn is your Skype for Business / Lync Server pool FQDN.
PS C:\> Test-CsFederatedPartner -TargetFqdn -Domain
Step 3: Once you setup federation and assign external federation policy to user.
SfB/Lync Control panel > User > type user name > double click on user > under ‘External access policy’ select policy name. like below
PS C:\> Grant-CsExternalAccessPolicy -Identity "Balu Ilag" -PolicyName "Allow Fe
